About the Role
The Transport Assets & Operations Branch delivers safe, reliable and sustainable transport infrastructure across the Sunshine Coast, including roads, bridges, drainage and pathways. With a strong focus on safety, innovation and service excellence, the branch plays a critical role in supporting a rapidly growing and connected community.
As Civil Construction Manager, you will provide strategic and operational leadership for Council’s civil construction delivery function. This senior role oversees the delivery of a diverse capital works program, combining commercial discipline with construction expertise to achieve safe, efficient and high‑quality outcomes across the region.
Key Responsibilities
- Provide strategic and operational oversight of civil construction delivery, ensuring works comply with approved designs, technical specifications, WHS obligations, environmental legislation and contractual requirements.
- Plan, program and deliver a complex portfolio of civil infrastructure projects aligned with Council’s capital works program, optimising construction methodologies, staging, resources and delivery strategies.
- Lead commercial and financial management of the construction function, including capital cost estimation, budget development, forecasting, procurement strategies and contract administration to achieve value‑for‑money outcomes.
- Champion safety, quality and risk management across all construction activities, embedding robust governance, assurance systems and continuous improvement in productivity, compliance and performance.
About you
You are a highly experienced civil construction professional with strong technical capability in delivering complex infrastructure projects, ideally within a local government or large commercial construction environment. You bring a deep understanding of civil works methodologies, staging, constructability and site‑based delivery.
You have proven expertise in commercial and financial management, including cost planning, budget development, forecasting, cash flow, procurement strategies and contract administration under contemporary general conditions of contract and Australian Standards.
You are an accomplished people leader with experience managing multidisciplinary construction teams. You set clear expectations, actively develop capability and drive a high‑performance, safety‑focused culture aligned with WHS, environmental and quality assurance obligations.
You hold formal relevant qualifications in Engineering or a related discipline and bring strong project management capability. Registered Professional Engineer of Queensland (RPEQ), or the ability to obtain it, is highly desirable and will be well regarded.
