About the Role
We are seeking a Senior Contract Administrator to provide specialised contract administration services to support the management of high performing contracted services in relation to road reseal, rehabilitation, stormwater and drainage, road line marking and other civil programs
The Transport Network Operations branch provides high level maintenance, construction and asset management services for all road and related infrastructure assets (pavements, bridges, drainage, pathways and street furniture). The branch provides continuous performance improvement through leadership and employee engagement which is a critical focus of the group. In an average week you will:
- Develop procurement strategies to establish and manage a portfolio of procurement agreements to meet business needs. Includes identifying and developing opportunities for a strategic approach to establishing contracts through combining contracts, expanding scopes of work and/or Category Management.
- Has ability to set outcomes in relation within the Contract Administration team to support the achievement of Council’s strategic objectives and long-term goals and/or to negotiate matters on behalf of the work area.
- Employees may be identified by the level of responsibility for decision making, the exercise of judgement and delegated authority and the provision of expert advice.
- Responsibility for decision making and the provision of expert advice to other areas of Council. Employees at this level would be expected to undertake the control and coordination of a section, department and/or significant work area.
- Operate under limited direction and exercise managerial responsibility for various functions within the department and may from time to time operate as a specialist, a member of a specialised professional team or independently.
- Monitor contract administration activities and compliance with associated policies and procedures within the work area.
- Oversee procurement and evaluation processes for all Tendering and Request for Quotes. Includes overseeing the development of tender and contract documentation, the evaluation and moderation process and identifying and managing probity risks. Responsible for ensuring evaluation process supports recommendation approval reports.
- Responsible for the management and development of a team of Contract Administrators tasked with administering a significant portfolio of contracts
- Lead or be closely involved with establishing operational procedures which impact on contract administration activities undertaken and outcomes achieved by Council and/or activities undertaken by sections of the community served by the Council.
- Lead or be closely involved with the formation/establishment of programs, the procedures and work practices within the department and to provide assistance to other employees, sections and/or departments.
