About the Role
We are seeking someone to maintain Council's procurement and contracting framework by providing strategic and operational leadership and support through all stages of the contract lifecycle.
The Procurement and Contracts Project Officer will provide advanced administrative services and a high level of professionalism and customer service in the delivery of practices and procedures in relation to Council’s procurement and contract governance and probity framework.
Key duties:
- Assist with key projects for the Branch, including the annual development of Council’s Procurement Policy and framework, including relevant reporting and administrative support.
- Provide advice on standard procurement and contract administration matters across all Council contracts, under minimal supervision covering a broad and diverse range of contract categories, liaising directly with internal and external stakeholders.
- Develop, implement, and maintain processes and procedures and associated templates within the established procurement and contract governance and probity framework.
- Undertake detailed and accurate research and analysis of legal contracting and factual issues relating to matters affecting local government procurement and contracting activities, including research on applicable legislation.
- Act as the Application Administrator for the Contracts Management System, including project work, issue resolution, and organisational training and communication for users within the organisation.
This position is located in Sunshine Coast City Hall, in the heart of Maroochydore CBD. This state of the art and sustainable building is designed to achieve an innovative and collaborative workspace.
About you
You will possess a relevant tertiary qualification/Diploma and/or extensive relevant experience in relation to procurement and contract administration in a medium or large organisation.
You will sound knowledge of and the ability to interpret (or the ability to quickly acquire same) relevant local government and other applicable legislation.
You will demonstrate a high-level proficiency in computer software, applications, systems and databases (including Microsoft Word, Excel, PowerPoint, Outlook, Teams, Sharepoint – Contract Management Systems would be an advantage) with analytical and customer-focused problem-solving skills.
To be consider for a level 6 remuneration you will possess a bachelor's degree in a relevant field or significant experience, ideally in a large, diverse organization. You should have strong leadership skills to guide and develop team members, and be proficient in business communication and relevant technologies, including Microsoft Office and other business systems.
